University education on-Island

This paper describes what university-level education is available in Jersey, analyses data on participation in university-level education and educational standards in the Island, discusses the case for a “University of Jersey” and considers other options for increasing university-level education on-Island. Its purpose is to provide the evidence base and analysis of options to enable appropriate policy responses to be developed.

Social mobility in Jersey

The Policy Centre Jersey has undertaken a programme of work on social mobility. This report brings together detailed research on two areas – the impact of high housing costs on social mobility and the provision of university education on-Island – and extracts from relevant reports on other areas relevant to social mobility – the school system, early years provision and action that employers can take.The work that has been done is sufficient to identify that there are significant barriers to social mobility in Jersey and the areas where action can be taken to improve social mobility.

Low income in Jersey

This discussion paper brings together available statistics and research in a form designed to facilitate an informed discussion about the nature of low income in Jersey and policy options for addressing the issue. Over time the composition of those in relatively low income has changed from pensioners to children and working-age adults.Causes of relatively low income include poor education and skills, weak relationships, chaotic lives and inadequate tax and benefit systems. There are some issues specific to Jersey including housing and grocery costs and policy towards immigrants.

Problem Gambling in Jersey

This paper brings together relevant information on problem gambling in Jersey. There is little data specific to Jersey, but relevant UK and Guernsey statistics and analysis can be drawn on. If the UK experience applies in Jersey, 500 people experience problem gambling, nearly 4,000 gamble at elevated risk and around 7,000 people are negatively affected by someone else’s gambling.

Improving the consultation process

Good policy-making necessarily involves taking account of the views of those most affected by what is being proposed, the wider community and those with experience and knowledge of the issue. If this is not done then the likely effects are that a policy is not effective in achieving its objectives and distrust in Government by those affected by the policy.The policy-making process in Jersey is deficient in a number of respects, of which practice on consultation is just one. This paper analyses the consultation process and suggests how it can usefully be improved.

Jersey's secondary education system

This report comprises evidence to the Children, Education and Home Affairs Panel of the States Assembly for its review of secondary education funding. The report describes and analyses -The unusual structure of secondary education, in particular the high degree of selection.The very limited data on attainment levels and comparisons between the schools within the Island and the performance of Jersey’s system compared with other jurisdictions.

Housing and social mobility in Jersey

The operation of the housing market has worsened social mobility in Jersey. Those who bought homes many years ago have benefitted from the significant rise in house prices and have been willing and able to use the increase in wealth to help their children with housing costs, in particular to become home owners.

Election turnout in Jersey

Election turnout in Jersey has averaged 44%, one of the lowest figures in the world. This reflects an unwillingness to vote but also to a limited extent electoral arrangements.
